Pros:
The staff were decent. they were friendly and somewhat understanding. The car I received was not the car reserved. and the car received had a horrible odor that the staff tried to convince me of cleaning products. IT WAS NOT!!!! and it smelled so bad the whole trip i had to personally buy air fresheners. Literally!!!! and i know some of my stuff smelled like the car after a few hours. NO GOOD!!!!!!!!!Cons:
I asked for a better smelling car before i took it off the lot and they convinced me that the smell would go away. No the smell didnt. Car ran smooth.... also it woulda been nice to have some gas in the car before leaving the lot too.10.0 Wonderful

The pickup spot was changed to a spot much further away from the one I had booked. And that site closed 2 hours earlier than my rental ended, requiring me to make another trip back this morning to drop off the keys.Cons:

There was not an actual Budget location but it was in a Hyatt - that would have been nice to know ahead of the time. There was no place to park, so I kept circling while trying to contact Budget. Of course, it was impossible to get anyone in the actual Philadelphia location on the phone, and the call center didn't have a clue what to do. After way too long trying to figure out what to do, I just parked illegally. It was extremely frustrating. I don't understand why the information needed was not told to me prior.2.0 Poor

The return in Philadelphia merely gave an address, which turned out to be a hotel that you had to enter down a long alley (after we passed it twice). There was no signage or instructions for Budget or car rental of any kind. On the third try, we went into the hotel valet line and were told to go into the garage and up to the 7th floor. Up there, there was no sign or instruction as to where to drop the keys or what to do and it was deserted and a bit off putting. We ran into a gentleman with no badge or shirt who said to go into the hotel and down to the basement. We dragged our luggage down through the garage and then across the lot into the hotel, and then had to ask a number of people for directions to the car rental return. The whole process was stressful and very long, making us late to our event which happened to be a memorial for my late father. It was incredibly frustrating and upsetting. If the instructions to return are that complicated or out of the ordinary, having that information ahead of time would be helpful, as I would have opted to return to a different location or have left much more time for the process.10.0 Wonderful

Nope, very disorganized.Cons:
Have rental car ready on time; leave sign on door or something to let people know that representative went to lunch (waited over an hour with no clue as to where rep was); be attentive on calls and don’t leave midcall to attend to another customer; make sure your computer systems work, as cpu system was out when I first picked up vehicle, making it difficult and protracted to get my vehicle. Overall, will not be using KAYAK again as it’s recommendations are subpar.2.0 Poor

Pickup was a little bit of a wait but it was Center City on a Friday afternoon, so it was understandable.Cons:
Upon return I was hassled by a member of the hotel valet staff when dropping off the vehicle; the valet staff thought it would be funny to insist that I was in the wrong place and there was no Hertz at this location. I was frustrated by this experience and informed the attendant at the counter.2.0 Poor

When I rented this car I didn't realize the pick up location was off site from Philadelphia International. I immediately canceled the reservation.Though the rental fee has not been charged to my credit card, a pending fee has lingered for 13 days. It needs to come off immediately.5.6 Fair

When I did my search I entered specifically the Philadelphia airport as pick-up and drop-off place. When my boss arrived, they told her she needed to go to some car shop a half hour away. She told them that wouldn't work and they accommodated her but raised the price. This was really not good.
